PPP to infuse quality education in Government schools
In a historic move towards the betterment of education in government schools, The HRD ministry has proposed Public-Private-Partnership (PPP) in the government school system. The implementation of this proposal will not only put an end to the endless complains about poor quality of education, poor administrative and hygienic condition in government schools, but also give those lakhs of children who study in government schools an opportunity to receive quality education that is on par with private schools.
According to the proposed plan, the schools will follow a curriculum framework set by the government and the private partnership will ensure appropriate pedagogy and educational delivery mechanism so as to give the students a quality education that matches that of private schools.
PPP seems like a viable option to bridge the gap between the qualities of public school-private school learning. It seeks to improve access to quality school education while ensuring social justice as well to the students studying in government schools. The only hitch in the entire proposal is the fee structure.
It is obvious that the private bodies will charge a certain amount of fees for their services. In addressing this question, it has been decided that the fees is determined by bidding among private partners. In addition, private sector is allowed to have a management quota for which appropriate fees, which is generally higher, is charged. For government seats, students are charged a nominal or no fee as in the existing government school system.
Again, there is a danger of the quality of tutoring being compromised by the bidding system. It then depends on how committed and motivated the private bodies are to deliver education to the deprived government school students even at a relatively lower fee. However, the proposal is sure rewarding to those government school students who can hope for betterment in the quality of learning in the existing curriculum.
